Ato Forson introduces bills to remove E-Levy, Emissions Levy, and Betting Tax

On March 13, 2025, Finance Minister Dr. Cassiel Ato Forson presented three significant bills to Parliament, aiming to repeal certain taxes that have been subjects of public debate. The proposed legislation includes:

  1. Electronic Transfer Levy (Repeal) Bill 2025: Seeks to abolish the Electronic Transfer Levy (E-Levy).
  2. Emissions Levy (Repeal) Bill 2025: Intends to eliminate the Emissions Levy.
  3. Income Tax Amendment Bill 2025: Proposes the removal of the 10% withholding tax on betting winnings.

These initiatives align with Dr. Forson’s earlier commitments to reassess these taxes, which he previously described as hindrances to economic progress. He has argued that the E-Levy discourages digital transactions and impedes the nation’s shift towards a cashless economy, while the betting tax contributes minimally to revenue.

The bills have been referred to the Finance Committee for detailed examination and reporting. This move reflects the government’s responsiveness to public sentiment and its dedication to fostering a more favorable economic environment.

The introduction of these bills signifies a pivotal moment in Ghana’s fiscal policy, with potential implications for digital financial transactions, environmental taxation, and the betting industry. Stakeholders and citizens alike are keenly observing the legislative process, anticipating outcomes that could reshape the nation’s economic landscape.
